Gujarat is the most ‘pure vegetarian’ FSSAI region in India and a fully dry state. Two things that materially change how you file, what you tick in food categories, and how you plan the concept. Here's the exact 2026 process for Ahmedabad, Surat, Vadodara, and Rajkot openings.

FSSAI category and cost in Gujarat

Standard nationally set fees: Basic (₹100/yr, up to ₹12L), State (₹2-5k/yr, ₹12L-₹20Cr), Central (₹7.5k/yr, >₹20Cr). Gujarat's vegetarian dominant market means many smaller eateries qualify for Basic; verify your realistic 12 month turnover before defaulting to State.

The pure vegetarian category quirk

FoSCoS lets you tick food categories from a dropdown. In Gujarat, especially Ahmedabad's Pankaj/Maninagar belts and Surat's old city, restaurants almost always tick only vegetarian categories. Ticking ‘meat preparations’ as an option (even if you don't plan to use it) has two side effects: (a) increases your inspection probability by 10-15%, and (b) blocks any future Jain certification.

Documents required (Gujarat state licence)

  1. Form B food safety management plan.
  2. Kitchen layout with scale showing veg only zoning.
  3. PAN + Aadhaar of proprietor.
  4. Address proof (rent agreement, property tax, or lease deed).
  5. Vegetarian food category list from FoSCoS dropdown.
  6. Water test report; AMC/SMC tap with paid bill or NABL test for borewell.
  7. NOC from owner if rented.
  8. Form IX food safety officer nomination.

Gujarat specific complications

Prohibition / Health Permit

Gujarat enforces prohibition. Only limited Health Permit holders can consume; only specific licensed star category hotels can serve. For 95% of new restaurants, the format must be dry.

GPCB consent for tandoor and generators

Any tandoor on solid fuel or generator >5kVA needs GPCB consent. Gujarat's enforcement is stricter than most states; file at opening week, not after a notice.

Borewell water quality

Ahmedabad and Sanand borewells often run 600-1200 TDS, well above FSSAI's potability bar. Budget ₹50k-1.5L for an RO + softener system, and re test water annually.

Timeline

Gujarat's compliance is among the faster regimes; 30-45 days for FSSAI + AMC Health Trade combined. GPCB and Fire NOC extend if you need them. File in parallel from day 1.
